You are forgetting one thing. The Pakistanis may be Muslim, but they are not a good comparison. Yes, there are Shia in Pakistan. But their overt actions are more regional in nature - mostly fighting against each other including separatist tribal conflicts that at times spills over into Iran and Afghanistan. Iran and Pakistan occasionally take pot shots at each other just to let the other one know they are still there and as a warning to keep a leash on their own jihadis. That is business as usual in some of these Islamic nations. You punch me in the nose, I punch you back.
