I don't quite agree with your assessment. The government is not so much hostile as it is callously indifferent...and largely impotent. It simply has no control over the rampant criminality affecting all. We are sensitive about what is happening to the whites. But 90% of the violent crime is black-on-black within the majority population. The majority are not all hostile; they are also victims of the havoc and its outfall.
When whites leave their lands and attachments, they must form new attachments in new lands. Many of the white farmers evicted from Zimbabwe resettled in neighboring Zambia. Decades have passed, and the post-Mugambe government is pleading for the former white farmers to return (as the blacks have allowed all the farms to fall into ruin). The white farmers ask themselves, "Uproot my family again, as an older person, to rebuild everything again, for a land that offers no guarantee that they will not take it again? I think not." It won't be a tactical retreat. It will be an abandonment. There will be no one returning to rebuild. People cannot live the rest of their lives looking backward.
