So I was a military cop not long ago and the official training we received stated an active shooter could be anybody. Anyone acting with the intent to inflict deadly bodily harm to someone is considered an active shooter. It’s not a literal term to cops, just easier than saying “hey there’s a guy with a pitchfork stabbing people”.

This was posted a few days ago and it was mentioned they flew separate but had a meeting prior to whatever event they were at.
