This is not a big change. The internal passport is the size of a passport, but only for internal use. Arab, African, European countries and others have an ID card with similar strings of characters at the bottom + a smart chip. In Oman and UAE, the card, along with a fingerprint, confirms identity. In Oman, company owners can put their ID card into a reader that plugs into USB for doing secured transactions with government websites. Thus, using a QR code in a smart phone is not that much different than presenting an ID card.

About a year ago I listened to some Israelis present about their software that allowed managing multiple fake social media accounts and mapping the networks of targets. I remember that one case study they presented was regarding some Filipino politician. They were very careful to say that they analyze without "influencing".
