My main point is the storm in the book of Mark was causing problems and Jesus illustrated the authority provided to intervene. The account from Numbers points out the impact of the spoken word.
The normal cold of Minnesota poured onto Texas is not an event that is helpful. Just like the heat of Louisiana hanging out in Maine only hurts people and steals money.
Human cultures need to stay in their geographic zone, the weather needs to stay where it is "normal".
Scriptural principal, rebuke the drought. Jesus stood up, and rebuked the wind. Just as we follow the pattern of "The Lord's Prayer", do what he did.
I am in agreement with you for "weather that is a blessing, the drought is broken, the moisture levels are restored to the range where they help us have peace."

So what is the math here?
Stepping voltage up? That will lower the amp draw and decrease heat, but may fail some appliances.
Lowering voltage? That will increase the amp draw and cause things to get hot, maybe start a fire before the breaker trips. But the breakers will heat up here as well, so trip faster.
Meter burst into flames? Mine is on a pole, 30ft from house. RV fire shared above did not have meter physically on the RV.
