Hes a major-general. I don't know if Canada works the same, but in the US military leaders are prosecuted by the military. Maybe that's why? Maybe the start of "military is the only way"?
What worries me, if this does turn out to be de-population, is that most doctors and nurses got it. If people stop dropping off by the millions, who is going to take care of them? And once it's done and they are all dead, there will be a huge shortage of doctors and such.
