I think the point being made is that many come to believe that God is not just the answer to a specific question, God is the answer to all our questions contingent on seeking His guidance and having faith answers will come when the timing is right for them. It is well known that crime creates poverty, not the other way around. Throwing money into corruption only feeds the devil and makes the situation WORSE. The first task to effectively address crime.

Altering the death numbers for financial benefit is called fraud. If it can be proven that these criminals knowingly did this to help a political narrative, then they are also co-conspirators to High Treason and deserve the same trial, conviction and life/execution along with all of their co-conspirators.
I would give him only about 5-10% chance if you could confirm he never got any of placebo samples. If he were to survive that, then in about six months expose him to a new strain or two an see what happens.
