I believe it means the traffickers move the children from the "supply" to the "customers" who purchased them for a night, via the tunnels during games. I kind of wish I knew what the process was. Is every table reviewing the same ballots...do they review and pass on to the next? What are the people doing who are stacking on tables? Is see them shuffling piles putting some on top, some on bottom. Are these already reviewed or ready to be reviewed?
