Then there was Assad's family visit to Moscow, which, in retrospect might have been his making arrangements for asylum, complete with plans to turn the spooky transponder off, while in a low flight path. The Russians have today made a statement about making arrangements for safe passage for Russians - while the rhetoric is still semi-peaceful towards obvio foreigners (i.e. not Sunni with a Black arm/head band). They were in Syria at the request of Assad, to provide air-cover, but Assad is no longer in power. Their naval base is still there, but most ships are already not there.

I have not seen much about this, but iMO It's a Trap for NATO and Israel, given the dirty war they have been fighting. I think so, because Israel seems to be bristling against the Jihadists, all of a sudden, and that could prove to be embarrassing. Furthemore, we are all told to accept this Jihadi as the new Prime Minister. The West backs this guy, because Assad must go, etc. Nothing to see here, oh look that shooter guy has muscly chest.

Further to that hypothesis: All the world's filth and mercenaries were seen to be concentrating in Idlib for months, by Iran's surveillance, and yet, they only warned Assad (possibly they mentioned it to Lavrov, too). But, Iran could not really be seen to 'invade'; Syria, without Israel popping off. So it was a matter of "who's going to confront this mob? And what a juicy target.

What's happening now, is that the coastal area is still fairly unscathed, so I predict a Russian rescue for soon-to-be-Syrian-Russians. But, the Jihad is surrounded, and they still haven't got the oilfields. There will be a pushback.

Why should anyone have to get a consent?

There are lots of people who think like that.

Logical answer: To protect one's investment in the project. If one intends to take out a loan and get insurance for the project, then those parties will want to see certification. Just so you are not just taking their money, for example. Just some proof. This is the case for most projects, BTW. Not many people build with cash.

Furthermore, unlike common belief, construction is complicated. There are tons of cowboys who picked out their tools yesterday, and photoshopped an amazing deal, who will gladly take your money and put a bit of crap over the ugly old pipes, or raise a barn with sticks from the hardware store. A consent will have someone experienced look at the plans, and explain some of the common pitfalls. This way all parties are on the same page. And TBH, governments don't charge enough for the service. If one was to employ private qualified peeps, you could easily pay double for certification.

But by all means go ahead and build something with your own money on your own land. Don't connect to the sewer or electrical grid, cos you need certification and permission for those - with reasons. Don't make it too large, and try and be near a tree so it is not obvious in aerial photography. You'll be fine.

I showed it to my FiL. He walked on that hill in the fifties, and remembers seeing bandages and bullet-casings. Arid environment. Once the moisture is gone, the stuff just keeps lying around. Not much wild-life to carry off the /prizes/. I expect the bullet-casings are gone now, from foot-traffic up there.

Exactly the dry-stock (non-dairy) beef is put out on land that would be a pain to put a tractor on. Goats and sheep even more so, in terms of hilly country.
