There may be more to the story but in this video I didn't see a common denominator as you mention. I'm sure the problem with teens in Northern Australia is not the same as Milton Keynes. Milton Keynes has a diverse ethnic mix and that's what I saw in the video.
It looked to me like a bunch of mainly school kids running amok before a break and running into some over zealous security goons, escalating the situation.
The common denominator for me is the inability to punish children for bad behaviour. I believe in N.Aus they call them the "untouchables".
So it's all about either agreeing (with a treaty) to what someone else claims or face war?
For your Town theory to work via treaties, all would need to be in agreement. What if some are not in agreement and are not interested in a treaty? Are they then subjected to war by the others? What if they just want to live in peace with their God given rights?
If I make a fishing pole from wood I took from property that someone else had laid a claim to, can I still call that mine?

Perhaps I misunderstood what the common denominator is.
I assumed, perhaps wrongly, that the reference was aimed at the Muslim element, given the issues currently in the UK,
It now seems that it's simply the non white aspect of it. Multi-culti Britain at it's best.
