There is no consistent definition. I think of it as active shooter situations in public places.

Agree, I live in Akron and this man was on a suicide mission. He shot at the police during a high speed chase and they responded to protect themselves and the community. He wanted to be a George Floyd but most people saw through his desperate mercenary act.
