Edit: Turns out the gunman took the coward's way out. 2nd edit, turns out the couple died while the gunman committed suicide. The couple was shoveling snow onto the gunman's highway and didn't stop when he requested it, leading to the shooting. Very sad.

I had an interesting thought as I continue to read through this law but first I need to know if Congress tends to pass a bundle of laws without combing through them. If that is the case this is the thought:
How many laws were snuck in there without notice that is actually detrimental to their power / to the country. This law in particular seems like one that they would've killed in they were aware of it.
What was the phrasing that mentioned the indefinite extension? I only saw it mentioned reimbursement.
