ranked choice on the ballot always happens when the commies feel their vote rigging power is strong enough. there are tiers to vote rigging. the lowest tier stays under the radar but has low strength. that strength is usually high enough to "vote" in a stronger tier. ranked choice is a stronger tier. they wouldn't try it unless they have some rigging capability in place. in reality- ranked choice should be made illegal. nominal vote rigging coupled with active ranked choice is a much more powerful rigging method and more difficult to block.
