People saw someone on the roof. I am assuming at this point that the body we saw a picture of is a shooter, but not that it is Crooks necessarily.
I am also assuming that the body they autopsied and cremated was this shooter.
So, no need to switch the body.
For example, there's no evidence that Yearick was in Butler Pennsylvania that day at all, right? We actually have no evidence of that.
We have a picture of a dead guy who looks just like him and he hasn't come forward to point out that he's not missing. I think that, coupled with the abandoned van with Arizona plates is fairly good evidence.
There are 50 states, the van had Arizona plates, I recall a video interview of a guy saying it.
Can you see why a team of assassins would prefer the public face to be a clean guy like Crooks and not a goon with CIA /Ukraine connections ?
The investigation would stop with "lone gunman" and not continue back towards the team's backers.

Very interesting take. Hadn't considered that they might have killed someone to frame them.
Why was Yearick's white van there with it's Arizona plates? Why is he missing?
Why didn't the secret service have someone effectively watching that roof? It's the most obvious vantage point for a shooter.
Given that Yearick was a guy with combat experience in Ukraine, doesn't that make him fit the profile for a sniper? You prefer to think that the shooter was a 20 year old greenhorn acting on his own?
Where would Crooks get the components for the devices found in his car? Did you know that Yearick's family make explosives for the CIA in their factory in Arizona?
I think the simplest explanation is that there were several people involved and some of them were in the secret service and left room for the assassination and scuppered the response when the shooter was seen.
That means that Yearick was definitely involved and Crooks was likely involved too.
If it was Yearick who was killed on the roof, the conspirators would want to hide his CIA connections and Ukraine connections and would prefer the public to see Crooks as a lone gunman. So, this is why the autopsy might be fiddled and it's a good reason why they cremated the body quickly and outside the normal process, so the meta clues we have are for a cover-up of the shooter's identity.
If you can't admit to this possibility given all the clues, I'll assume you're running cover.
