In Romania they started sending alerts to all phones in the area whenever a kid is missing. You get all the details and a picture. You can turn it off if you really want to but bu default most smartphones show it. It's not like a magical solution but I think it will increase the chances a bit of someone spotting them.
Imagine this... I live in Romania... a 13yo boy ran away from my small city... they found him in the capital after 3 days... not harmed in any way, he stole some food, slept in trains, no-one touched him, some kind people found him and police took him home. We had huge problems with human and child trafficking 20y ago. Lots of foreigners coming here to take advanta of poverty but we managed to crawl out of that. We still have problems but as a whole society is a lot more aware of the dangers. There are still places in the world where most people are normal so don't loose hope, USA can be a safe place again as well.
