the reality is DoD and NSA were/are legally ultimately responsible for the shot, which is legally a 'countermeasure'. when and if the chain of command is ever exposed, we will see that Becerra is not responsible either; he was just following orders from DoD. eventually, all of it will be hidden behind a veil of 'national security'. in this sense, Big Pharma is not responsible and likely was also just 'following orders'. I am not making excuses for these guys, that's just how the plandemic was set up
