Okay, to think outside the box here. If you look at the actual pen written date at the bottom left corner it's May 31,2022. If you look at the Q Clock, there are references about this. Maybe it's not only about the placement of the highlighter.

This is not accurate. She testified in October 2015. Benghazi happened Sept. 11-12 2012. Everybody was in an uproar over it. The Sandy Hook shooting happened on Dec. 14,2012. Also, Guccifer hacked into Blumenthal"s computer and leaked what was found there i.e. the clintonemail.com and Benghazi, Libya, etc. That was March 2013. Charleston Shooting happened June 17, 2015. We are in the last paragraph now so I'd say it was/is pretty accurate.
