On Friday, January 1, 2021, the President signed into law:
S. 3418, the “Safeguarding Tomorrow through Ongoing Risk Mitigation Act” or the “STORM Act,” which authorizes the Federal Emergency Management Agency to provide capitalization grants to States to establish revolving funds to provide hazard mitigation assistance to reduce risks from disasters and natural hazards.
Authorizes FEMA to issue grants to states that create funds that are to be used in the prevention of or work to lessen the impact of disasters and natural hazards.
Seems to be rather benign unless I'm missing something.
Going full on conspiracy theory, disaster could mean war.

But it must come from someone we trust and believe to be in direct communication with POTUS. Someone who will make us realize: 'this is the real deal'.
Do you know how many people have tweeted the same exact words? Tons of people, of course they are being cheeky but it makes my point. We can no longer keep getting ambigious messages, specially if Q team expect some action from us or expect us to follow a directive.

The Storm act is really more like a Bacronym. Somebody thought it would be cute to use STORM as the acronym for an Act designed to deal with natural disasters... such as storms.
Search for the word "start" and you'll see something different. I just found 3 posts that says FISA is the start. We may see the above tweet at about the same time, but see examples below.
