Has it gone into effect yet? There's other laws in the US code that allow the president to take action with national guard and others, plus his state of emergency executive orders are still active.
I think that portion of the bill was unconstitutional. Congress only has the power to remove funding, not remove powers given by the Constitution, imho.

Then Trump sent this tweet with the word “Guardians” emphasized. So people are making a connection between all 3 things (Q post, Lin Wood Tweet, and Trump tweet). It validates that all of the Q stuff is real. That a plan to bring down the deep state is in motion.
