No, according to the 12th amendment it happens automatically without anybody picking, voting or certifying, as in the case of death of the president. It's what happens if congress doesn't appoint anyone as president. If Pompeo's actually been appointed the VP, he's next in line by law without any legislators getting involved at all. And if Congress didn't choose anyone (because the guy they chose is ineligible, not to mention didn't actually receive the votes, and I'm assuming that Kamala has the same, ahem, deficiency), then the VP becomes president. I'm struggling keep it all legal, and unless Congress acts to certify Trump tomorrow, that's all I got without breaking the constitution. I mean, it's crazy, but it seems the least crazy result out of the various improbability drives I've queried.

The military is doing the work, but we want the military under civilian rule by keeping the constitution, and I gather that Q (as part of the military) believes it is stronger under civilian rule as well. Without rule of law we cease to be the country we are trying to save, and the constitution doesn't have any articles for "military junta for a while," even if it might work temporarily. That fits with military law of occupation, by trying them on the foreign soil (belonging to US Corp) that we've now retaken by conquest. From there, they get sorted to Gitmo, innocence, exile or execution according to their crimes and the tribunal setup.
