I think the movie statement by Q was meant to be metaphorical not literal. Meaning its all a show for us plebs. We no longer live in a republic because these people were not voted in by us and don't represent us. I know I certainly would make a whole slew of them to cover at least the most likely/predictable eventualities as it would make the whole logistics thing a LOT easier if you didn't have to move a lot of people around for things on a regular basis..
