I think OP is referring to the line running across the back of his jacket, not the hairline. A mask would come down farther in the front and back of the person wearing it.

The question I have is: why would they make a mask that only covers his face and neck? The realistic masks I seen in every video go all the way down and rest on the shoulders. The shirt, tie, and jacket is worn over the shoulder portion of the mask so there’s no way you would see the mask “popping” out under the chin or neck.?

The video shows how they remove the mask, slowly ... except they did the exact same 'change camera angles' right at the key point where the face portion of the mask comes off the face! It's dead easy to fake this out, as we saw back in the 60s.
