Mods appear to hand them out to users who catch their attention or contribute to the community. I'm sure you could send them a message and request one.
I dont know the specifics. But i kniw like was mentioned already.there was a post awhile ago saying you could ask the mods to give you a pepe and had a list of the different pepes.
Mine just showed up so i figured i either hit the required posts,comments or upvotes. Or i been active long enough for the mods to just give me one.
Suddenly I have a redskin Pepe as of this morning. I guess mods see me as a fighter in my comments. I am pretty confrontational and my wife and best friend both call me Larry David ?

Everyone got Pepe's a while back before one of the mods left. I got mine changed to my country flag - great to see others doing the same.
