Security clearances have always been a head scratcher to me. Doesn't the publics awareness of security clearance levels make it less effective, as it implies something of importance is being hidden? Wouldn't there be levels of clearance that are undocumented?
Secondly, how do you balance keeping secrets and telling enough people to get things done?
Finally, is the president even aware of most secrets? It doesn't seem productive to tell a president everything.

The VAST majority of security data is boring. It's not interesting or conspiracy related at all. It's only relevant to military operations and is only of interest to our adversaries. However, it must still be secured to it's relevancy. The only way to do that is to label it. The only way to get people who can handle that data is to assign them a label and investigate them to see if they are to be trusted. If anyone knows of a better way, I would love to hear it.
Guess who verifies an individual and approves clearances. The FBI - the group behind FISA-gate, - the only group with the a convicted criminal forgerer, Kevin Clinesmith. The group led by Comey who dropped the case against HRC. The group that had Hunter's laptop and to-date have not charged him with any crimes. So when the fox is guarding the henhouse, you can rest assured that only corrupt foxes get in, but no honest guard dogs.
Department of energy, DoE, does alot of research at various laboratories through out the US. Most of the labs are not big names so many people wouldnt recognize them. You need special clearance to work in different areas on those sites. Some are staffed with US Navy personnel from their Naval Nuclear Power Propulsion program. All of which have at least Secret clearance and need to know with regards to naval nuclear power information, NNPI. The specifics of the information range from need to know to something higher and TS.
Oh, for Pete's sake. The bottom rung DoE classification was CNWDI (Critical NUCLEAR WEAPON Design Information), which I held for about 30+ years. The next step up was a Q clearance, which I was slated to get at one point, but plans changed. Unless, of course, you see no reason for our nuclear weapon designs and capabilities to be kept secret.
I find "35 levels" very doubtful, from my 40 years of experience working with classified information and programs. You get much stronger classification effect by compartmentalization, which is a very strict need-to-know principle. If you don't need to know, then you don't get to know that you don't have a need to know (about what). Think Invisible Man.
I went back and search/found some of the info I read long ago. President is level "17" (figure that lol), and the organizational chart in the mid showing majestic at top.. I've seen this chart before, years ago in another article. Wasn't on this site of course but its what I was referring to.
My buddy and I started researching after 9/11 with all the "conspiracy" talk after that FF. Discovered what DUMBs were and I think this is about when we found this org chart. Of course the rabbit hole branches off into Area 51, aliens, etc.

Top secret is actually not that high of a clearance. Many programs, likely including Q, have program-specific clearances so they're ultra-protected.
