For a business that has valuable items in their inventory, there are practical reasons for banning people in masks if you want to avoid getting robbed by an unidentifiable assailant. He basically said as much in the video. The law does not protect people right to wear a mask at an establishment although I bet the Demoncrats are working on that.
As for those that are vaccinated, there is no way to know who they are so for all practical purposes they can still use this business as long as they keep their mouth shut about their vaccination status. It's mainly a way for him to advertise his view on the COVID vaccine which is his right.
