I think there's a cost-benefit analysis. Hamas for a long time could get exertions and publicity and donations through scuffles with Israel, and usually knew the president would grab Israel's chain and stop them from full retaliation.

Yes, I have heard directly from IDF retired personnel that they always send multiple warnings to civilians ahead of time with a planned strike. But as stated above, Hamas places military munitions/etc. in civilian areas.

There was one territory to the west which was a bridge between Russia and Europe. I wanted to advance through it, but I couldn't get the resources. And they were trying to advance through it on me, so I was basically sticking cheap units there that were good for defending but not very effective on offense. Had them sink a lot of resources that way. Kept them away from the softer regions of my country.
