It appears this doesn't even have to be an inside job. You just need to know how they generate the welcome message and know other people's email address. I could have changed the racist word to 'Idiot' by setting the new user's name to something like 'Idiot Smith', and it appears Walmart sends them a welcome message, something like 'Welcome to Walmart Idiot'.
