I'm not much help as usual, but a couple of things looked possible:
Touching the middle forehead is often an attempt at cognition, provoking thought (temples would be stress for instance) could also just be sweat.
Touching the neck is a definite stressor indicator. The stress felt needs calming, this cupping, stroking motion round the neck sides induces calm.
The two together could point toward a man desperately trying to reassure himself he can find an answer to his current situation.
If anyone could get a read on eye movements (for when Fauci talks from memory compared to this footage of deceptive thought) it would be another indicator. (I think that part is beyond me).
All this assumes the Fauch is capable of human emotions. Trying to read the intentions of these dicks is virtually impossible seeing as many of them are emotionless psychopaths.
