You can still view Twitter without an account. On mobile don't use the app use a browser. On desktop/laptop if you still have issues clear the Twitter cookies from your browser. You will still be able to read stuff without logging in you just can't respond to anything (no loss)

The only reason Spain was holding him was for extradition, he hadn't committed a crime in Spain so they cant risk violating your rights so he probably had a lot of leeway, was able to keep getting tweets out (at least via a proxy), so if he didnt have tech he would have had frequent access to a phone and you could have speech recognition on the other end for a voice command to reset the count down.
As Q has said, just because we don't SEE things happening has never meant that "nothing is happening".
Quite frankly, if someone looks at empty, shut down DC and cannot perceive that there is SOMETHING HUGE happening, I feel a bit sorry for them. The capitol of the most powerful nation in the world is CLOSED.
By the time these things hit the public it's too late to prevent. Just think how hard it is to react physically to a stimulus. Someone throws a baseball. It takes years of training to be able to hit that baseball and even the best of the best are successful 33% of the time. Imagine that instead of having to control your arms to take action you have to control a whole media, government, military, gang member empire. Small quick strikes are the way to go and difficult to stop.

Yeah I banned myself from ever starting a twitter account
Same with fakebook, insta, pinterest, snapchat, tiktok, etc., etc., etc.
Tried linkedin, got rid of it
Try using google cache on the twitter link next time. You can just add "cache:" in front of the link of you use Chrome.

Could be they let him have access while in prison. I think they could make that happen if it were important.
