Second part is the backend - a database where "fake new analysts" - patriots who can analyse fake news just like you did - can add these annotations and save it to the backend.
We will also need a system to review and rate these analysis in some way such that the best ones are picked to be displayed.
We can easily build something like this with a small team of coder-anons. If you were to bring together a few enthusiastic coders, I might be able to at least get a prototype together.

The business model requires scale as the ad rates are quite minuscule so, some form of distribution deals are necessary. E.g. search engine / home page defaults on installed software, or carrier service, bundling with ISPs, you get the idea.
These ‘journalists’, their job is to dream up content 24/7 (global operation), aka Buzfeed.
The majority of them are just NPCs, but there are those who are installed. They ‘know’ how to manufacture propaganda.
