My guess is that the elites occasionally invite "new money" into their inner circle, and one of these tech CEOs was so fucking autistic that he didn't realize he's supposed to keep this shit secret. So he tries to turn it into a business thinking, "this is fine, nobody will object, what's the big deal?"
From this, we find out that it's happening ...briefly. Then the elites swoop down and set this guy straight, and we'll never hear of it again. "It's all a conspiracy theory" don't you know.
