Sheriffs are the ONLY law enforcement that can override anyone in the state, to include Governors, Representative, Senators, etc. Sheriffs are elected by We the People, not hired like regular city or state police.
If a Sheriff says no, that's the last word.
This is why it is extremely important for people to understand to VOTE when a Sheriff comes up for election and not just blow it off. He is the Authority you want on your side if shit goes sideways!!!

He need not seek her opinion or permission. SHE is the one behaving unconstitutionally. If anything, he should just arrest her for vacating her office.
I disagree, but only for one line "Let us do so." By admitting the person has the authority, they are buying into the premise that the person has control.
Yes and no. They all take an oath to the constitution and they all should look to the constitution first when making their decisions. But a big difference is that police are 'hired' and sheriffs are elected by we the people. Police may (erroneously) feel they are beholding to their superior officers and must follow orders, but sheriffs are beholding to the people.
I don't know how to answer that. His job description and his oath, literally (imo) give him the backing to have those big kahunas, as you say. When the Constitution is on your side, it doesn't take a lot of courage to just observe it and do your job based on those tenants. However, Oregon is such a poo-show that yeah, maybe he has to be braver than the next guy. He's still too polite, imo. Saying, 'Let us do so' makes it seem like he's asking for her permission. Every County Sheriff in the country should do the same. It's their sworn duty to protect and defend the Constitution and the citizens of their county from harm be it from low life criminals or high-minded ones. They work at ground level and see first hand what is happening. They hear directly from the citizens and know many of them personally. They speak with parents and teachers, doctors and nurses trying to protect the children to promote their well being. That's why theirs is the the most powerful position and it falls to them and their deputies to speak up when politicians get it wrong. Kudos to Sheriff Bowen. Other Sheriffs around the country should do exactly the same.
Sheriffs have political parties so many are liberals like the guy here in Clark County Nevada. Lombardi is trash. His own guys hate him and he thinks he is going to run for governor on the republican ticket because he kept his mouth shut about Mandalay Bay massacre.

Union county is where I grew up. Love that place, its valley's and mountain horse country. A very conservative area by nature. My mother still lives in La grande. The only reason most people went along with this bs to begin with is because they are good law abiding people but like Cody said they are tired of it. TBH oregon is actually pretty red except for Portland and Salem area, problem is they have the population and voter fraud of course.
Also pass local ordnaces that forbid the enforcing of any state mandate with threat of civil and criminal penalty. A county ordnance can cover it. Start a fund to survive any individual government employee who tries to enforce any of this personally. Put the state police in notice that if they try to enforce any state medical mandate or arrest or involve themselves in any way you will arrest the officer and jail them. State pass laws telling feds to fuck off, counties can pass laws telling the governor to fuck off. Deputize every able bodied man in the county and stand your ground
