Although garbled, with a quick search you discover Biden was referencing the delays on train journeys if your route involves Portal Bridge, which is an actual swing bridge in New Jersey, now famous for the delays it can cause, presumably a cycle of open+shut takes a good while.
The meant to say "commuter" so the "joke" is simply that the new bridge (Portal bridge north) announced last week will offer a faster route than the over 100 year old original bridge.
