I could not verify but I have been deposed that way for criminal acts i witnessed in the military. My NDAs and info were reviewed by a board and written permission to speak is given so you have legal cover.

NDAs don't provide cover or legal protection for illegal activities. Anything that's supposedly secret under an NDA but illegal would be fair game to report to authorities and such. I imagine the military is a bit different though.
