It's taken way out of context. Time stamp is at 16:44, and it's the police chief giving praise to the police force for keeping the peace, not the protesters whom he condemns and attacks at every other moment.

If they are opening up their blockades and not attempting to use force on actual peaceful protesters then wouldn't he be correct? The media is lying about the movement and their level of danger. This clip corrects that narrative from a place of authority. I think you guys are just heavily biased and see/read what you want into things.
