Funny story, A guy I went to school with became a pro NFL player and then after that climbed the ranks of the NFL and the players union. He told me straight out that it's not always fixed but when the stakes are really high (think sports betting) ref schedules get changed and they replace the scheduled ones with refs that will blow calls in favor of one team over the other. They're paid off to do it. He said that it's been going on for decades and a well know secret that when certain refs are officiating the game you're fucked. It's also happening in the NBA and I remember a ref, short guy spilled the beans on it like 20 years ago because they caught him and he went to jail for a little while and after that and nothing was done about it.
There are no laws preventing leagues from manipulating games. The NFL has even went to the Supreme Court to argue that they are in the business of entertainment, not a legitimate sports league. Know who also had to argue to the Supreme Court that they are an entertainment company, WWF/WWE.

We used to watch for the commercials. During the game, we would talk or play games. The commercials come on and we would rush to the TV. I haven't watched in years, I refused to support the wife/girlfriend abusers and criminals who got light sentences because they were "heroes". I admit I will watch some of it if I get a chance just to see if truckers are there and what havoc they are creating.
