It is a funding vote, not a policy decision. Congress controls the purse strings of Government. The framers of the constitution did this deliberately to give the people the opportunity to pull the plug on actions of the executive, as a practical check and balance on executive decisions.

Burr is one of my Senators. He skipped out on the first vote. Tillis is my other Senator. He voted FOR the CR.
