Showing her age ins spite of cosmetic surgery that modifies parts of it but not all. And her Michael Jackson eyebrows, etc. Has she found a make up person with a brain, now? Agree with you 100%. I kept noticing how Nancy's cheeky school girl smile is so out of place here. And she kept pumping up the smile through the whole event. Jeez, she looks like she was just asked out to the prom.

I think she wasn’t really listening/spacing out and thought he was mumbling about something else, got up to show her excitement about something she expected him to get applause for. Those are “oh goodie” hand rubs. Like a child would do when getting a gift or treat. When people rub their open palms together, as if washing their hands- that’s different. That usually means “I wash my hands of this” and they aren’t happy about it. Thats my take.
From the book I read called "Spy the Lie". Washing of the hands (self grooming) is a form of self consolation. When paired with other gestures (3 or more indicators within 10 seconds) it is an indication of that person being deceitful as whatever situation they are confronted with is making them uncomfortable.

That's what I think too, she thought it was an applause line and stood up to clap, realized it wasn't and didn't know what to do.
