Those at the top insulate themselves to the point it's almost impossible to prove in a court of law. I'm not saying it can't be done. But this would be really really really hard to prove. They would have to use RICO for sure and have a warrant to monitor them before the event even happened. And even then I think they are smart enough to avoid electronic monitoring. They probably use encrypted communications for these things as well.

We do need to be careful on this line of speculation, as it is only a theory that cannot be substantiated, and rightfully so due to the fact that if this theory were true, the White Hats would want to cover their tracks until the opportune time when they would reveal the truth of the matter.
If I were Q, and wanted to smoke out the operatives in charge of these false flag shootings, I'd definitely find some teenagers who were willing to work with the White Hats to expose the FBI. I'd set them up with computer surveillance, cameras, and microphones to record every interaction with the accomplices in the FBI. Then, in order to smoke out the entire ring, I'd have the actors seemingly follow through with their plans. I'd inform local law enforcement that a training exercise was going to take place, and I would coordinate with select families that were willing to be a part of the sting operation. They would be informed that for the next year or two they and their children would be part of a witness protection program. To the FBI and CIA Backhats, the shooting would look legit. To the Democrats, it would be enough for them to build their narrative. With the network of Blackhat operatives exposed, I would then move in for the exposure and arrests of those involved.
I am not saying that this is what went down, but it would be an effective strategy to use in this war against the Cabal; one that even Sun Tzu would admire.
Personally, as a parent, I'd never put my children into such a thing - MAYBE an older child, like a teenager, who is capable of agreeing or disagreeing, but not an elementary-aged child.
