Remember what Snowden said about phone surveillance, unless the battery is removed from the phone it's still transmitting/recording data.

My understanding from when my dad was helping bell labs and sprint develope cell phones is that the GPS actually works off the pings from the towers, not satellite s. So that would possibly be why the tower pings would continue.
