The fake identities involve them working in jobs that earn real money, supplementing the ability to hire. For example, they'll set up an influencer on YT by meeting with the algorithms, then the YT'er is earning real money which the agency "gave" them, keeping it off the agency's books.
Anything you think the government can be doing or has, mulitply how bad it is by one hundred and thats what the government actually has.
