So, granted, its wordy, but if you actually read it, it's saying:
ANY ACTION against anyone WHO DOES NOT WANT TO BE VACCINATED is an action AGAINST THE LAW (aka "unlawful").
To wit: The vaccines are NOT mandated as of today, so you CANNOT discriminate against anyone who declines to be injected!
