I have no idea what a "GUR" is... but obviously in this case the G & R probably stand for Group and Reconnaissance.
GUR is Ukrainian intelligence.

The IAEA, international atomic energy agency, is supposedly a neutral body, so they should have been able to choose the safest route, not the “politically correct” route.
