Can’t really ban propaganda because that would be banning opinions = free speech. The enemy will try to exploit this liberty, but the counter measure would be let adults freely run into controversial stuff if they so desire. No longer a nanny state because hurt feelings and emotional safety. It is not the government’s job to keep you emotionally enclosed, neither is it to protect you from any danger. Safety is the duty of the citizens. The federal government has two priorities, provide a standing army for the defense force of the states, and protecting the states from from foreign invasion, uphold the United States constitution.

Secondly we need to add these bills due to the necessity of allowing information to flow freely from citizens to citizens, instead of government approved propaganda only. How do you fight propaganda?
