The top one is Fetterman before his stroke when he was heavier. Strokes can cause a lot of weight loss and even some changes in the face due to mild paralysis or muscle changes. The brain damage can change how the eyes look as well, making it appear that the brain is not as connected. You see this with dementia and Alzheimer people. Being from PA, I see lots of pics of him. The ears match as do the lips, eyebrows and forehead wrinkles. These are both Fetterman. He just looks more clueless and dumber in the lower picture. And seriously, this man has brain damage and serious problems. We're going to see more problems, I think.
I just think the skin on all the actors wearing masks just doesn’t look the same. It looks real good but just not real. The second one only has one of the darks dots on his head the first one has multiple dark dots and they don’t normally disappear.

A little, but his face is much smaller. I fully believe e we have e doubles and maybe people in masks. But I think both pics are him. He is not worth the effort to do a double or mask. No dem in PA cared that he is brain damaged and can't do the job.
The top photo looks like it was taken at close range; the face is closer to the camera, making the ears seem smaller. The lower photo was taken farther away and the face is no longer disproportionately large compared to the ears.

I agree it's the same guy, but he looks more gaunt and defeated on the bottom one, making his ears to stand out more perhaps.
The top picture is taken from a closer vantage. Perspective will make the face look larger and the ears smaller. The bottom picture is from farther away, and perspective effects are not so evident. People have to be aware that the setting of the photograph can influence the appearance.
