If you get those balloons high enough, they escape the jet streams and can remain motionless over a target. If you want to move the balloon, lower the altitude, put it back in the jet stream and away it goes. Jet stream has wind speeds of 275 miles per hour.
The jet stream is 4-8 miles above our heads. (20-40 thousand feet) Remember the first balloon was at 60,000 feet, that is a height that is above the jet stream and why the balloon remained over Montana.
Signal jammers on balloons testing our defenses. Doesn't that seem more likely than aliens.
WITHOUT any propulsion, like that means its some otherworldly technology.
Get weather balloon, get jammer tech and some power source, tie to balloon, float on wind currents, use cover of weather balloon, gather intel. Keep it simple, has deniability.
It doesnt have to be alien tech and hanging on OMG NO PROPULSION is childlike reasoning.

What gets me is that there's rumors of these things being shot down with AIM-9 Sidewinders. 1) they're heat seeking missiles, so some form of petrol based propellant is being used on those "UFOs." 2) if it really is "extra terrestrial" based craft, they should be easily able to defeat these missile systems. Either by quickly accelerating out of the missile flight path, active jamming measures, chaff, or thru electro magnetic shielding of some sort.
So, most likely just a big effing distraction for the masses. Especially after seeing how the U.S. population reacted to the CCP's balloon thing over the last few weeks.
And now apparently China has one flying over it!
Heat-seeking is the old tech. The current ones also have radar and communications with the launching plane.
The sidewinder might have locked on to the reflection of the sun on a balloon. But kind of sus that the planes avionics were impaired by the object but the missile avionics managed a kill. I've posted some links to two common types of air-air missiles.

I can tell you, having flown there and above many times.
It's usually very clear at that altitude, so it is called "visibility unlimited".
Can't see the curvature of the earth though.
Airliners usually stop at 40,000 feet, but there are several business jets that can fly as high as 51,000 feet.
I once watched the sun set out the right window while watching the moon rise out the left window; this was at 45,000 feet going Bozeman to Houston.
It's also extremely cold up there.
So why no curvature at that level?
Oh there's curvature...it's just not detectable. From 45,000 feet you can "only" see about 250 miles.

Ex rotary pilot here, never reached 40,000 got to work at around 10,000' but preferred 25' AGL!
