Ever since the crazy backlog of ships just anchored off the coast waiting in line for over a month to unload cargo... that's what they said. Idle costs a lot of money and I think those ships were instead being used to move material goods either to other cargo ships which could unload somewhere other than one of the busiest ports in the world- or to ships that would eventually bring them underwater.
We absolutely have undersea habitats and they wouldn't be out in the middle of nowhere, they would probably be in relatively shallow water off the coast.

Depending on what it is, I don't think the shortages thing would be a completely plausible, though it most definitely is possible.
They wouldn't waste space stockpiling things that can be stored in smaller more efficient ways; powdered eggs vs whole natural eggs.
They also wouldn't do the same for say things that can be made cheaply, quickly and with little; machines that can manufacture toilet paper and other paper products versus stockpiling toilet paper lol.
Same goes for water, grain and perishables that can be manufactured underground utilizing less space. That's all under the assumption of a long-haul event.
For a short term catastrophe, I'd imagine they'd rather strong arm their way into not having to stockpile in the first place; military action.
