You need to set boundaries for acceptable behavior. And then have serious consequences for straying over those boundaries beyond stern words and an “I’m disappointed in you” look. Else the “Teens” are going to run right over you. In some case that might be quite literal. Especially when it comes to the ones already coming from broken homes without any real role models.
Most Chicago teens don't want to gather "safely and responsibly". They want to fight and loot and break stuff up.
