In Jack Carr's novels he takes outs from the story to give his opinion on certain things. In one of his side narratives he points out that 50% of the military budget goes to contractor forces, and 75% of all military intelligence goes to contractors.
In the book Zero Footprint which was written by a British SAS officer (He was at Benghazi consulant fight) and PMC, (Private Military Contractor.) One job he was offered was by a mining interest that had it's eye on some land inhabited by an African tribe. They offered the tribe lots of money to leave the ancestral land. They would not move. The job was to move the tribe by any mean necessary. He said had a hard time not killing the company reps for approaching him with a job that went way outside his level of moral acceptability. But he goes on to say he is sure some other unscrupulous group took the job.
Think about it, there are millions of PMCs, and at least some of them would hire themself out to even the worst thugs, and kill whomever the job says kill. If they can hire the unscrupulous PMCs to murder Ukrainians at EuroMaidan protest, they can do same with us.
