i have heard that both males and females BOTH have "chests" AND "breasts"
and its a matter of proportion.
males have large chest, small breast.
females have small chest, large breast.
chest is pectoralis muscle. (pecs)
breast is mammary glands (IT'S MA'AM'S!!)
and also breasts store a lot of fat, in a good way.
so for a female to have "female breasts", she must go thru puberty,
where her mammary glands will grow, presumably to be about as big as they will get by age 25 ish
